16 students failed to come up with a script and even attached each other on personal grounds

ls it practical that students at University level can get a (-3) for an assignment. last week gossip, there were about 40 students in the faculty of journalism with 5 and below marks on an assignment they submitted. are they university material? Is that they got places through backdoor or is it the lecturer?
